This document was formed in 1877 (three years Guangxu) - 1880 (Qing Emperor Guangxu six years), a total of 25, preserved in Tianjin Archives. It is part of the existing postal archives of the Qing Dynasty in China and records the case that Hurd (British), the general department of customs of China Customs, planned to establish a modern postal service in the mid-to-late 19th century. He also commissioned the Tianjin Customs Department of Taxation to take Tianjin as the center and set up branches in Beijing, Yantai, Zhuang, Shanghai, Tianjin, five trials of modern postal process
