化解农村牧区日常矛盾是下乡驻村干部的一项重要工作。因为和谐稳定是齐心合力做好四项重点工作的基础,是巩固和保持四项重点工作成果的基础,所以,《赤峰市干部下乡驻村“推进‘四个全面’加强重点工作落实”实施方案》中就明确要求下乡驻村干部要“协助派驻地区排查调处土地承包、征地拆迁、工程建设、宅基地使用、计划生育、村务公开、社会治安等方面的信访历史积案和矛盾纠纷,及时化解农村牧区各种不稳定因素,积极维护农村牧区社会和谐稳定。”但是,下乡驻村干部大多数都没有农村牧区工作经历,在处理农村牧区日常矛盾时感到无从下手。为了抛砖引玉,我们把实践中人们常用的几种方法推介给大家。我们的主要目的不是想告诉大家具体怎么做,因为农村牧区矛盾往往错综复杂,不是几招几式就能完全解决的。我们主要是想从理论上给大家提供一些思考解决问题的方法,使大家能举一反三。为了便于大家理解,我们在介绍每种方法时都附上一个发生在我市的真实案例和我们的感悟。由于时间仓促,水平有限,一定有许多不妥之处,仅供参考,同时请方家指正。

In order to start a discussion, we introduce several methods commonly used in practice to everyone. Our main purpose is not to tell everyone exactly what to do because the contradictions in rural and pastoral areas are often complex and can not be completely solved by a few strokes. We mainly want to provide some theoretically some ways of thinking and solving problems so that we can give top priority to each other. In order to make it easier for everyone to understand, we enclose a real case of what happened in our city and our insights when introducing each method.
