随着地方社会经济的高速发展,在水资源严重匮乏的北方地区,工业用水指标严重不足,通过农业节水转供工业用水的水权转让的必要性日益凸现。由于水权转让的利益关系,也为了巩固灌区节水改造工程的节水效益,涉及水权转让的灌区更需要精细的、现代化的用水管理。大型灌区节水改造背景下建立的灌区信息化系统需要进一步为水权转让服务。文章以鄂尔多斯市水权转让项目南岸灌区信息化系统建设情况为例,分析阐述了服务于水权转让的灌区信息化系统框架和功能。
With the rapid development of local society and economy, in the northern region where water resources are scarce, there is a serious shortage of indicators of industrial water use. The necessity of transferring water rights through industrial water-saving to industrial water supplies has become increasingly prominent. Due to the interest of the transfer of water rights and also to consolidate the water-saving benefits of the water-saving renovation project in irrigation districts, the irrigation districts involved in the transfer of water rights need more sophisticated and modern water management. The irrigation district information system established under the background of water-saving transformation in large-scale irrigation districts needs to further serve for the transfer of water rights. Taking the construction of information system of South Bank Irrigation District as an example, this paper analyzes and expounds the framework and function of information system of irrigation district serving for water right transfer.
