The fundamental direction and goal orientation of the reform of the administrative management system are the building of a service-oriented government. Cooperative governance can be achieved through building a new type of cooperative trust to realize the management of pluralistic subjectivity. Fully embodying social management innovation is an important part of building a service-oriented government .
