运用ISM方法建立解释结构模型分析影响因素间的层次结构关系,找出影响中小企业知识产权托管的直接影响因素、间接影响因素和根本影响因素,有利于认识影响中小企业知识产权托管的主要影响因素及其要素间的相互关系。结果表明:政府监管力度、侵权处罚力度、法律政策以及服务体系是知识产权托管的最根本影响因素,在知识产权托管模式的实际推广中应重点改善,以促进中小企业积极地参与实施知识产权托管。
The use of ISM method to establish the structure of the explanatory model to analyze the relationship between the hierarchy of influencing factors to identify the direct impact of SME intellectual property trusteeship, indirect and fundamental factors that help to understand the main factors that affect the SME intellectual property trusteeship And their interrelationships. The results show that: the government supervision, infringement penalties, legal policies and service system is the most fundamental factor affecting the hosting of intellectual property, and should be improved in the actual promotion of IP hosting mode to promote the active participation of SMEs in the implementation of IPR trusteeship .
