目的探讨河北省城市医疗救助的实施现状,为完善河北省城市医疗救助体系提供依据。方法通过查阅河北省石家庄、唐山等典型四城市民政部门关于医疗救助的政策文件、工作汇报等相关资料以及河北省民政厅的统计资料,获悉四城市医疗救助体系的救助范围、救助内容、救助程序等方面的现况;通过对医疗救助管理人员及救助对象的无结构深入访谈,了解河北省城市医疗救助工作的开展情况及医疗救助对象对医疗救助的需求。结果河北省城市医疗救助体系呈现出救助范围不断扩大、救助程序更简捷实效的特点;访谈结果显示基层工作人员不足、缺乏与医疗卫生部门合作、门诊救助金不足和救助对象对医疗救助政策不了解是影响河北省城市医疗救助工作开展的主要问题。结论应进一步扩大河北省城市医疗救助的覆盖面,建立针对贫困家庭中重大疾病儿童的救助制度,促使河北省城市医疗救助从单一、补救型医疗救助向积极、多元、发展型医疗救助转变。
Objective To explore the status quo of the implementation of urban medical aid in Hebei Province and provide the basis for perfecting the urban medical aid system in Hebei Province. Methods By referring to the relevant documents about the medical aid, such as the medical documents and work reports of the civil affairs departments of the four typical cities in Shijiazhuang and Tangshan of Hebei Province as well as the statistical data of the Hebei Civil Affairs Department, we learned about the rescue scope, aid contents and rescue procedures of the medical aid system in the four cities And other aspects of the status quo; medical aid managers and rescue objects without structured in-depth interviews to understand the development of urban medical assistance in Hebei Province and the medical assistance to the needs of medical assistance. Results The urban medical assistance system in Hebei Province showed the characteristics of expanding assistance scope and saving aid procedure more easily and effectively. The interview results showed that there were not enough grass-root workers, lack of cooperation with medical and health departments, insufficient out-patient medical assistance and assistance to medical assistance policy It is the main issue affecting the urban medical assistance in Hebei Province. Conclusion The coverage of urban medical assistance in Hebei Province should be further expanded to establish a relief system targeting children with major diseases in poor families and to promote the transformation of urban medical assistance in Hebei Province from single and remedial medical assistance to active, diversified and development-oriented medical assistance.
