社会管理的核心价值追求在于实现社会公平正义,维护社会秩序稳定和有序。我国的体制改革促生了社会分层,社会关系的复杂和社会活动的活跃,通过自己能够对利益分配获得参与乃至一定决定的权利是实现个体权益保障的有效方式。社会管理价值的实现不再是直接民主和代议民主实现,共识民主成为更先进更科学的民主实现形式;在社会管理中应坚持结果的民主、过程的民主和契约式民主的方式的共存。
The pursuit of the core value of social management lies in the realization of social fairness and justice and the maintenance of social order stability and orderliness. The institutional reform in our country has promoted the social stratification, the complex social relations and the active social activities. It is an effective way to guarantee the rights and interests of individuals through their own right to participate and even make decisions about the distribution of benefits. The realization of social management value is no longer a direct democracy and the realization of representative democracy. Consensus democracy becomes a more advanced and more scientific form of the realization of democracy. The social management should adhere to the coexistence of the results of democracy, process democracy and contract democracy.
