由于军事政治形势之发展,一切建设与工作设施,均须从国家规模出发,部队即需要逐渐完全走上完全正规化,加强组织性与统一性。以往及现在之财政上、供给上各自为政的现象,应立即停止,使之走向统一,以便于统一计划,量出为入与量入为出,保证供给,照顾国计民生,渡过财政难关,为此特依据中央之指示,作如下之决定:一、正规军与地方部队(包括县区武装,原有家属及军政等学校)之供给自五○年一月一日起,统一由华山军区后勤部供给。两广由于解放较晚,其军区系统的部队,延至二月一日起实行统一。
