本文运用水资源投入产出法对河北省国民经济用水进行了定量分析。将传统投入产出表与国民经济各部门的取水和排污数据相结合,建立了河北省2002年水资源投入产出表,从取水和排污角度对河北省各部门用水特性进行投入产出分析,认为河北省国民经济用水的突出问题是农业用水总量大、效率低,石油化工等重工部门污染严重;进而,以水资源投入产出结构为基础,结合线性规划和AHP法,对河北省2010年国民经济用水进行优化配置研究,制定了四套产业结构调整方案并进行比较分析;最后,提出了提高农业用水效率,提升工业技术水平、优化产业结构,大力发展服务业的建议,可为河北省可持续发展提供参考。
This paper uses the method of input-output of water resources to make a quantitative analysis of the national economy water use in Hebei Province. Combining the traditional input-output table with the water intake and discharge data of all sectors of the national economy, the input-output table of water resources in Hebei Province was established in 2002. Input-output analysis was made on the water use characteristics of all departments in Hebei Province from the perspective of water abstraction and discharge. It is considered that the prominent problems of national economy water use in Hebei Province are large total amount of agricultural water, low efficiency and serious pollution of heavy industry such as petrochemical industry. Based on the input-output structure of water resources, combined with linear programming and AHP, Year national economy water allocation optimization research, developed four sets of industrial structure adjustment programs and comparative analysis; Finally, proposed to improve the efficiency of agricultural water use, improve industrial technology, optimize the industrial structure, and vigorously develop the service industry proposals for Hebei Provincial sustainable development for reference.
