随着’96第二期凭证式国债开始发行,今年我国国债已发行七期,累计发行了1952亿元。 我国国债的增长速度是惊人的。1981年恢复发行国债,当年为48亿元,到1991年发行额已上升到261亿元,十年间升幅444％。1994年起,国债发行量更是猛增。1994年1138亿元,1995年1481亿元,1996年跳高到1952亿元。这样的超高速度,连一些资深经济学家也不禁瞠目:包含着多少社会奥秘?
