(一)西班牙的土地问题本年九十月间西班牙的内战,确乎震撼了全世界的耳目。一般说来,这次事变还是西班牙从一九三一年以来不断变乱的连续。它的目的就在解决一九三一年的变革所没有解决的问题。换句话说,就在解决西班牙的土地问题和民族问题。西班牙是一个落後的农业国家,农民占全国人口百分之八十以上。这些广大的农民群众,天天在半封建关系之下气喘窒息,乃至挺身挣扎,在一九三一年以前大地主的特权和教会的势力是统治西班牙的魔障。因此土地问题成为西班牙改造的中心问题。
