党的十四届五中全会提出,实现今后十五年的奋斗目标, 最关键的是实现两个具有全局意义的根本性转变,即经济体制从传统的计划经济向社会主义市场经济体制转变,经济增长方式从粗放型向集约型转变。这“两个转变”是中央对全国经济发展做出的总决策。对许多人来说这是个生疏的课题,对领导者、决策者来说,要实现“两个转变”,最重要的是用有利于推进两个转变的新观念、新思维、新知识充实自己,以尽快找到当地经济发展的新的生长点,早日形成新的发展格局。因此,一向先行、超前的信息工作,要为领导者在实施“两个转变”中开阔思路、借鉴思路、提出思路、传播思路及时提供依据。思路决定出路,有了正确的思路,就不难找到实现“两个转变”的突破口。
