湖南省常德市武陵区青阳阁居委会共有7条巷子,1046户人家,70％的住宅是木板房。板子房多,巷子窄,无疑给“119安全小区”建设带来许多困难,该居委会创建工作从去年开始,仅一年多就将一个火灾隐患最多、火灾苗头时有发生的重点防范区,变成了一个基本平安无事的安全小区,被常德市综治委授予了1998年度全市唯一的“安全文明小区”奖牌。 青阳阁居委会抓“119安全小区”建设,除按上级要求建立队伍、制定制度、设立宣传栏和警示牌等外,还挨家挨户进行了宣传,散发了防火资料。同时,给每户居民发了安全绳一副、手电筒一支、毛巾一条,以达到起火时实用、平时起警示作用,增强防火观念的目的。 根据巷子窄、消防车不易开进的特点,居委会成立了义务救援队,建立了一个消防器材室,配备了必要的防火与救灾工具。居民住宅区每5户和每个临街门面置放了一个灭火器,辖区内共置放灭火器2000多个,基本遍布每个角落,是全市置放灭火器最多的居委会之一。
