三年来,由于能源和有关材料提价,收费标准不变,给医疗卫生事业的发展和社会效益的提高,带来了一些不利因素。为了提高医疗单位的服务水平和管理素质。我们内乡县医疗卫生部门在全系统开展“两算九挖”增效节支活动,增强自身消化提价因素的能力。两算就是算两笔帐,一是将增加医疗成本的不利因素逐笔算清,做到心中有数。一是算增效节支的有利因素,看看有利因素有多少,能消化不利因素多少,全年能增收多少,通过算帐,把底数弄清,将奋斗目标落到实处。九挖就是从九个方面挖潜力,做到九路进财。(1)在增效节支上挖潜力。要求在国家补贴的范围内,努力做到收支平衡,增加结余。(2)在提高医疗质量上挖潜力。提高医疗信誉,增加门诊人次,提离病床使用率、治愈率、好转率,降低病死率,积极开展新的医疗服务项目,建立专科门诊。
