本文基于2003-2011年中国265个地级市的面板数据,采用动态面板模型系统GMM估计,对土地财政与地方经济增长的关系进行了实证检验。研究结果表明:土地财政对地方经济增长存在显著的正向影响。本文的结论是,土地财政在当前经济发展背景下有其存在的必要性,其对地方经济增长的作用不可小觑。地方政府应该从土地财政收入、支出以及地方政府职能转型三个方面对土地财政进行转型以缓解目前土地财政对经济社会产生的不利影响。
Based on the panel data of 265 prefecture-level cities in China from 2003 to 2011, this paper uses the dynamic panel model GMM estimation to test the relationship between land finance and local economic growth. The results show that land finance has a significant positive impact on local economic growth. The conclusion of this paper is that the land finance has its existence in the current economic development background, and its role in the growth of local economy should not be underestimated. Local governments should transform land finance from three aspects: land revenue, expenditure and the transformation of local government functions so as to alleviate the negative impact of land finance on the economy and society.
