随着改革开放形势的发展,医疗联合体及横向联合发展很快,实行互惠互利,注意社会和经济效益已成为城市医院的主要目标,而与基层医院的对口技术支援关系大幅度减少。据调查,乌鲁木齐地区区、市级医院同基层县、乡医院对口支援关系由1986年的37个减少到1988年9个,减少了76%。新形势下出现的这些新的问题要求我们必须以新的策略和方法解决贫困地区卫生技术落后的问题。

Attention to social and economic benefits has become the main goal of urban hospitals, and the technical support relationship with primary hospitals has been greatly reduced. According to the survey, the Urumqi regional and municipal hospitals have reduced their support relationship with grass-roots county and township hospitals from 37 in 1986 to 9 in 1988, a 76% reduction. The new problems that have arisen under the new situation require that we must adopt new strategies and methods to solve the problem of backward health technologies in poor areas.
