各大行政區行政委員會教育局、高等教育局全國各省、市教育(文教)廳(局): (一)高等學校招生,是國家有計劃按此例地培養高級建設人才的首要步驟。招生工作的好壞,直接闗係着國家培养人才的數量與質量。過去幾年,報考學生的志願與國家需要有很大矛盾,以致不少新生在錄取分配入學後不能安心學習,個別學生甚至中途退學,影響國家培養幹部計劃的順利完成。產生這種情况的主要原因,是由於我們對高中學生未能進行經常的系統的闗於升學指導的思想教育,未能使他們認識國家建設的全面需要並了解高等學校的系科專業設置及內容等情况。過去在招生期間,雖曾進行過一些宣傳教育工作,也取得了一定成績,但比較零碎、片斷,收效不大。為此,决定自本年度起,各地中學應將高中畢業生的升學指導教育工作列為高中畢業班思想教育的主要內容之一,由教師結合學生的思想情况和具體條件,經常地有系統地進行。即希轉知所屬各中學緊急佈置,並由省、市教育(文教)廳、局督促檢查,貫徹執行。
