高校后勤社会化改革的目标是建立新型的后勤保障体系,这一体系应是: “市场提供服务、学校自主选择、国家宏观调控、行业自律管理、有关各方依法监管。”这一体系的本质就是要实现高校后勤服务的企业化、专业化、产业化、集团化。改革的最终结果是:高校不养后勤,而是选择后勤。为了实现这一目标,我们目前的主要任务就是要构建一个开放、规范、统一的高校后勤服务市场体系。
The goal of socialization of logistics in colleges and universities is to establish a new type of logistics support system, which should be: “The market provides services, schools choose their own, the state’s macro-control, industry self-regulation, supervision by all parties in accordance with the law.” It is to realize the enterpriseization, specialization, industrialization and collectivization of the logistics services in colleges and universities. The final result of the reform is: colleges and universities do not support logistics, but the choice of logistics. In order to achieve this goal, our current main task is to build an open, standardized and unified university logistics service market system.
