本区各地堤防,经过四年来大力培修,大大增加了防御洪水的强度,已使水灾面积逐年减少,保证了湖河地区几年来的丰收,对全区农业生产的恢复与发展起到了很大作用。取得这样重大的成绩,主要是各级党、政机关的正确领导,广大农民的积极支持与各级水利部门所有干部一致努力的结果。现在全区汛期已过,冬工即将开始,为了进一步作好岁修工作,特作如下指示:(一)堤防冬修工作必须以巩固为主,采取「择要培修,重点加固」的方针,根据今年汛期的洪水考验,各主要河流的干堤,虽然发生倒塌漫溢的现象很少,但有些河流的河床有日渐淤高的趋势,也有些河流的堤防曾遭遇到超过历年最高水位的特大洪水。发现不少险工,此一变化,应引起高度重视。各省(市)必须正确地按辖区内所有河流堤垸的具体情况,视其险夷程度,经济效益,分清主次,进行有计划有重点的培修,务期达到
