“两个大局”思想是邓小平“共同富裕”思想、“三步走”战略和东西部关系整体思考的重要组成部分。党中央在世纪之交的历史时刻发出西部大开发的动员令,是贯彻邓小平同志“两个大局”战略思想、面向新世纪所作出的重大决策,标志着建设有中国特色社会主义进入了新的阶段。实施西部大开发具有重要的经济意义和社会意义,它将极大地促进我国经济和社会可持续发展。应当在实施西部大开发的过程中,从思想观念、发展策略、发展方式和宏观管理模式等方面提出新思路,制定新策略,做到有所为有所不为,有计划、有步骤地实现西部的大开发。
The “two overall plans” are an important part of Deng Xiaoping’s thinking on “common prosperity”, the “three steps” strategy and the overall thinking on the relationship between the east and the west. The Central Party Committee sent the mobilization order for the development of the western region at the historical juncture of the turn of the century which is a major policy decision taken by Comrade Deng Xiaoping to carry out the strategic thinking of “two overall plans” and face the new century. This marks a new entry for building socialism with Chinese characteristics stage. The implementation of the large-scale development of the western region has important economic and social significance and will greatly promote the sustainable economic and social development of our country. During the course of carrying out the large-scale development of the western region, we should come up with new ideas and ideas in the fields of ideology and concept, development strategy, development mode and macro-management mode, and formulate new strategies so that we can accomplish something in a planned and step-by-step manner Western development.
