《政府采购协议》是乌拉圭回合谈判所产生的一个诸边协议,是在《政府采购守则》(简称《守则》)的基础上产生的,在一定范畴内突破了原《守则》的调整范围,对政府采购活动的各个环节规定得更加具体、详细。它不是有关申请加入世贸组织的一揽子强制性协议之一。也就是说,《协议》以自愿为基础。 《政府采购协议》是一把双刃剑,对我国而言,利弊并存。 首先来看一下有利方面。第一,可以降低政府采购的成本,提高资金使用效率。《协议》本着公开、公平、公正的原则,通过招标的方式,将竞争引入政府采购领域。而通过国内、国外相关供应商的公开竞争,显然可以降低采购成本,获得价廉物美的商品。国际经验表
