村务公开,是根治村干部办事不公,实行村级民主管理,密切干部群众关系的一剂良方。然而,时下,村务公开在一些地方却走了样,变了味。某县在对一些村的村务公开进行的专项检查中,发现存在为数不少村有公开出来的与实际不符的情况。具体表现在:一是公开的内容都是些细枝末节的项目,真正涉及到群众切身利益、为群众所关心的热点问题,并没有公布上墙。有的村有三本账:一本公布在墙上,一本锁在办公桌里,一本揣在会计口袋里。二是公开内容的时间跨度太长,有些村一个季度才公布一次,有的甚至半年才公布一次,因为时间拖得太久,群众已记不清楚公布内容的具体情况,也就无从监督了。三是公开的程序不规范。公布什么,什么时候公布,并没有征求群众代表的意见,而是村干部随心所欲,根据自己的需要公布。四是村务公开的
The open disclosure of village and village affairs is a recipe for rooting the unfairness of village cadres, implementing village-level democratic management and keeping a close relationship with cadres and the masses. Because the time lagged too long, the masses could not remember the details of the contents of the announcement and could not supervise it. Third, the open procedure is not standardized.
