随着我国改革开放的不断深入和经济的快速发展,对交通基础设施建设提出了更高的要求。笔者认为,要加快交通基础设施建设的步伐,更好地适应经济发展和改革开放的需要,首先要弄清交通基础设施建设的属性,即它究竟是政府行为还是市场行为。交通基础设施建设是政府行为党的十四届三中全会作出的《中共中央关于建立社会主义市场经济体制若干问题的决定》中明确指出:在社会主义市场经济的框架下,政府管理经济的职能,主要是制订和执行宏观调控政策,搞好基础设施建设,创造良好的经济发展环境。这一重要论述,充分说明搞好交通基础设施建设是政府
