习近平总书记强调指出,各级党政机关和领导干部要坚持以人为本、执政为民,带头改进工作作风,带头深入基层调查研究,带头密切联系群众,带头解决实际问题。党中央的“八项规定”和中央军委的“十项规定”都把加强调查研究列为改进工作作风、密切联系群众的重要内容。大兴调查研究、密切联系群众之风,不仅是消除“四风”之害的一项有力举措,也是推动党委议事决策科学化、民主化,提高党委领导水平的一项基础性工作。因此,必须通过党的群众路线教育实践活动,进一步推动调查研究制度在部队的有效落实。
General Secretary Xi Jinping emphasized that party and government organs and leading cadres at all levels should uphold the principle of putting people first, govern for the people, take the lead in improving their work style, take the lead in conducting research at the grass-roots level, take the lead in close contact with the masses and take the lead in solving practical problems. The “Eight Provisions” of the Party Central Committee and the “10 Provisions” of the Central Military Commission all consider strengthening investigation and research as an important part of improving the working style and closely contacting the masses. Daxing investigation and close contact with the masses are not only a powerful measure to eliminate the “Four Winds” but also a basic work that will promote scientific and democratization of party committee decisions and decisions and the improvement of the leadership of party committees. Therefore, it is imperative to further promote the effective implementation of the system of investigation and research in the armed forces through the practice of education through the mass line of the Party.
