由于地理位置的原因,在过去相当长的一个时期内,国家对福建经济建设投资较少。解放后至1978年的29年间,福建通信建设的总投资不到一亿元,而且大部分用于三线建设的战备项目,因此,福建的通信设施与全国平均水平比较存在很大差距。党的十一届三中全会以来,中央对福建实行特殊政策、灵活措施,在部、省的直接领导和兄弟单位的支持下,我们认真贯彻中央、国务院关于通信建设的“两个六条指示”和“四个一起上”的方针,一方面从内部挖潜,增加自我积累,最大限度地集中自有资金;一方面积极争取地方政府从政策和资金上给予支持,共筹集3.2亿元投入“五网”建设,初步改变了福建通信的落后状况,市话、长途通信和邮件处理能力有了比较明显的提高,技术水平达到
Due to its geographical location, the state invested little in the economic construction of Fujian in a fairly long period of time in the past. After the liberation to 1978, 29 years, the total investment for Fujian’s telecommunications construction was less than 100 million yuan, and most of them were used for the readjustment projects of the third-line construction. Therefore, there was a big gap between Fujian’s communication facilities and the national average. Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the Central Government has implemented special policies and flexible measures toward Fujian. With the direct leadership of the ministry and the province and the support of fraternal units, we conscientiously implemented the “two six directives” of the Central Government and the State Council on the building of telecommunications. On the one hand, we should tap internal potentials to increase self-accumulation and maximize our own funds. On the one hand, we will actively seek support from local governments for policies and funds and raise a total of 320 million yuan into “five Network ”construction, initially changed the backward state of Fujian communications, local calls, long distance communications and mail processing capabilities have been significantly improved, reached the technical level
