“社会企业”这个词对于大多数人来说还比较陌生,但在我们身边它正在成长,社会企业是一种解决社会问题的创新模式,通过商业模式运作来达成某种社会目标。它在应对社会与环境需求、改善公共服务并促进道德市场、构建公平与包容的社会方面扮演了独特而重要的角色。从党的十六大开始,管理型政府开始向“服务型政府”转变,我国的社会管理体制改革也加快了步伐,使得“党委领导、政府负责、社会协同、公众参与”成为中国政府改革和创新社会管理体制的目标与原则,而社会企业正好能在“社会协同、公众参与”方面发挥效用。
The term “social enterprise” is still unfamiliar to most people, but it is growing around us. Social enterprise is an innovative model for solving social problems and achieves certain social goals through the operation of business models. It plays a unique and important role in addressing social and environmental needs, improving public services and promoting ethical markets, and building a fair and inclusive society. Since the 16th National Congress of the Communist Party of China, the management-oriented government has begun to transform itself into a “service-oriented government.” The reform of social management in our country has also accelerated the pace of “party leadership, government responsibility, social coordination and public participation.” The Chinese government reforms and innovates the goals and principles of the social management system, and social enterprises can play their part in the “social coordination and public participation.”
