从旧的计划经济,走向社会主义市场经济,经历最为坎坷的,要数国有企业:从前,生产什么,生产多少,盈多少,亏多少,都由国家“包”了,企业领导和职工都不曾发愁;今天,市场经济条件下,企业之间讲公平竞争,不论国有、集体,还是三资、私营,都是一个外部环境,产、供、销权交给企业了,生也好,死也好,无人“包”了。没有活干,没有利润,厂长、经理肯定要发愁。
