农村社区转型不仅表现为基础结构之变,而且表现为治理模式之变。村级物业化治理是转型社区的重要治理方式,它在延续传统村级治理架构的基础上引入现代物业管理要素,优化了村级治理结构。基于物业管理与集体治理的不同配置关系,分别形成了兜底模式和分置模式两种实践形态,表现出了结构适应性和变迁适应性。当前农村的社区化转型不应追求城市物业模式的简单移植和物业服务水平的质量,应着眼于转型的渐进性和长期性,突出社区本位基础上的机制创新,培育转型社区的治理能力。
The transformation of rural communities not only shows the change of the basic structure, but also shows the change of governance mode. Village-level property management is an important mode of governance in transitional communities. It introduces the elements of modern property management on the basis of continuing the traditional village-level governance structure and optimizes the village-level governance structure. Based on the different configuration relations between property management and collective governance, two practical forms of the model of the whole store and the separate model have been formed respectively, showing the adaptability to structure and the adaptability to change. At present, the transformation of rural community should not pursue the simple transplantation of urban real estate model and the quality of property services. It should focus on the gradual and long-term transformation, emphasize institutional innovations based on community standards and foster the governance capacity of the transitional communities.
