通行是清代刑案经过主管部门的题奏,获得君主的批准,以刑部名义颁行各省,作为科断刑罚案件时重要的法律根据,是清代司法文书的重要表现形式。通行作为律例重要的补充形式,在当时的司法实践中具有很强的效力。
