近30年来,昆山、江阴等地经济社会的跨越式发展,地方经济发展的突飞猛进,产业结构显著优化升级,企业组织结构的革新和企业规模的日益壮大,人民生活水平持续大幅度提高,对外开放全面拓展,经济社会全面协调发展。本文指出,江阴、昆山经济社会发展的主要特点和宝贵经验,突出地表现在不失时机抓住了三大历史机遇,实现三大跨越,充分利用区位优势,做足“上海”这篇大文章,与时俱进地坚持解放思想和创新体制,做强做大企业,实现政府管理的革新和转型,全力做好民生工程。上海应当对郊区的发展有全新的认识和崭新的角色定位,进一步解放思想,放手让郊区敢闯敢试,大胆向郊区下放管理权限,给郊区更多更大的自主权,大力推进管理体制机制改革的深化,以放开搞活促进改革深化和经济社会的全面发展;郊区要做足做好“大上海”这篇大文章,抓住机遇和重点,促进郊区经济社会的全面发展。
