本文就如何建设高素质的高校干部队伍问题，提出“提高认识是前提、深化改革是动力、完善制度是保证”的观点，并指出：要从战略的高度充分认识建设高素质的高校干部队伍的重要性和紧迫性；要进一步深化高校干部制度改革，为建设高素质的高校干部队伍增加动力和优化环境；要进一步健全高校干部制度，使建设高素质的高校干部队伍工作逐步制度化和规范化。
