国家标准《焊条烘干炉运行能耗标准》由上海市能源研究所、上海市紧固件和焊接材料技术研究所负责起草,于1990年11月15日在杭州通过专家审定。审定会认为,该标准依据充分,数据准确,等级指标合理,具有科学性和可行性,属国内先进水平。焊条烘干炉能耗占焊条生产总耗的60%以上,是焊条生产厂家的重点能耗设备,目前全国焊条厂家约有300家,定点生产厂有51家。我国的焊条烘干炉生产起步较晚,设备较落后,加上使用厂管理薄弱,所以能耗都较高,热能浪费严重,针对焊条行业量大面广的炉窑,通过发布实施标准,使焊条烘干炉运行能耗有统一考核的依据,明确每个企业与先进水平的目标,对提高焊条烘干炉运行能耗的管理水平
