国外种植防护林保护农田和牲畜,已有数百年的历史。苏格兰15世纪把田界植树当作改良荒地的措施。加拿大在漫尼托巴萨克其万、亚伯达等省草原地带营造林带,那里的年雨量330～500毫米,最低年份200～220毫米。匈牙利1923年在草原区造防护林体系,保护果园、葡萄园和农田。俄国1880年营造林带,1891年政府提出了建立草原造林站和造防护林的计划。
