本省今年春季护林防火工作.在各地党政的重视和具体领导下,取得了一定的成绩,特别在延安专区各县较为显著。但部分地区对护林防火工作仍未引起足够的注意,群众烧垦、烧山、放火驱兽等现象时有发生.有的甚至轻率批准烧荒,酿成火灾,或放弃领导取销护林组织,使森林资源遭受严重损失。据汉中专区十一县(区)材料统计,今春因山火损失的林木株数超过同一时期全区十四县(市、区)造林总株数的四倍半。宝鸡、安康等专区也有程度不同的火灾发生。加之目前森林面积狭小,远不能适应国家建设需要,水、旱、风、砂等自然灾害频繁,水土冲刷严重,也大大影响了农业生产。因此,为进一步加强护林防火工作的领导,深入宣传教育群众,建立、健全护林组织,使护林防火工作成为经常性的群众工作,以期逐渐达到消灭林火,确保森林资源的安全。为此,特作如下指示:
