大顶子山航电枢纽竣工并形成库区后,大坝上游约120 km水域的水深和航宽将大幅度提高,且水流流速趋于平缓,形成库区,极大地改善了其上游尤其是松花江哈尔滨段的通航条件,为航运经济的发展和水上交通的繁荣带来很大生机。但通航条件的改善,并不等于水上交通安全系数的加大。随着各类船舶流量以及航行自由度的增加,如不加强通航秩序的管理,各类事故的发生频率也会随之增大。鉴于此,对松花江哈尔滨段成库后主要特性进行了综合深入的研究,不仅可为相关航运决策部门提供规划基础和科学依据,还可为类似库区航道航运资源的开发与可持续利用提供宝贵借鉴,具有重要现实意义和工程实际应用价值。
