最近,上海市委市政府领导提出“要培养一大批进入世界科技前沿的跨世纪的学术、技术带头人”,这是当前的一项刻不容缓的战略任务。本文针对上海的实际情况,对学科带头人队伍建设、主要问题、建设思路与对策作初步探讨。 一、主要问题 (一)学科带头人队伍年龄老化比较严重。据1993年底统计,上海地区的中科院院士60岁以上占89.6%,平均年龄71.3岁;博士生导师60岁以上占79.8%,平均年龄66.6岁;上海高校52个国家重点学科和42个市重点学科的负责专家60岁以上占75.1%,平均年龄65.1岁. (二)高层次科技专家和专业结构与上海发展战略不相适应.沪区的中科院院士和博士生导师主要集中在高校和科研院所,学科主要集中在传统的基础学科。上海地区67名中科院院士,仅有一名在工业企业工作。
