目的:了解并分析平凉市妇幼保健机构人力资源配置现状及存在的主要问题,为卫生人力资源的合理配置提供依据。方法:对2006~2010年甘肃省平凉市妇幼保健机构专项调查获得的数据进行描述性分析。结果:2006~2010年平凉市各级妇幼保健机构人员缺编状况逐年加重;卫生技术人员占到在职人员75%以上,并呈增长趋势;各级机构中60%以上专业技术人员为大专以下学历,中级及以下职称人员占绝大多数,从事保健工作人员数量明显偏少,市级机构优于县区级。结论:平凉市各级妇幼保健机构存在人员缺编严重、卫生技术人员素质偏低、结构不合理、保健人员总量不足等问题,成为影响妇幼卫生事业发展的重要制约因素。
OBJECTIVE: To understand and analyze the status quo of human resource allocation in MCH and its main problems in Pingliang City, and provide the basis for the rational allocation of human resources for health. Methods: A descriptive analysis of the data obtained from a special survey of MCH institutions in Pingliang City, Gansu Province from 2006 to 2010 was conducted. Results: The shortage of maternal and child health institutions at all levels in Pingliang City increased year by year from 2006 to 2010. The number of health technicians accounted for more than 75% of the active staff, and showed an increasing trend. More than 60% of the professional and technical personnel at all levels of institutions were below college level , Intermediate and below titles accounted for the vast majority of staff engaged in health care was significantly less than the number of municipal agencies superior to the county level. Conclusion: The problems of maternal and child health institutions at all levels in Pingliang City are serious shortage of posts, the quality of health technicians is low, the structure is irrational and the total number of health care workers is not enough.
