我国要在2000年实现小康居住水平(即基本上实现城镇居民每户有一套经济实惠的住宅,人均居住面积到8平方米,折合使用面积12平方米)的困难如下: 1.目前我国城镇人均住房面积与小康居住水平还有一定的距离。在城市人口不断增加的情况下,欲实现小康居住水平的目标,城镇住宅建设必须保持稳定的规模。据计算,今后十年城镇住宅建设平均每年新建2亿平方米左右(最高年度1985年才达1.5亿平方米),才有可能到2000年实现小康居住水平的目标。如若今后平均每年新建城镇住宅少于1.38亿平方米,则城镇人均住房面积将有减无增。
