在最佳可行技术和目前制革企业水资源利用现状的基础上,综合考虑经济、社会、环境、性能等多方面的影响因素,提出了一套适用于制革企业最佳可行技术的定性与定量相结合,多因素、多层次综合排序的评价指标体系,该评估指标体系能对制革行业生产全过程进行全面的、可靠的评估,可为制革企业环境影响评价、工程设计、施工、验收、运营管理等环境管理提供有效的技术支撑。
