亚太经济区的崛起和“太平洋时代”前景的出现,不单是个地区性问题,而且是个世界历史性的事实。面对这样的事实,苏联出于对内要求改革经济政治体制、对外要求改革国际关系这一总战略的要求,在对待亚太经济发展问题上从过去看轻和敌视亚太经济发展到转而重视并积极谋求参与这一发展。但是,分析表明,现阶段的苏联在谋求适应和积极参与亚太经济发展进程方面的能力是十分有限的。
The rise of the Asia-Pacific Economic Region and the emergence of the “Pacific Age” prospect are not only regional issues but also a historic fact of the world.
