科学技术推动经济增长,促进社会进步,关键是把高新技术转化为现实社会生产力。在这个转化过程中,资金因素在一定范围内决定着过程的持续时间和转化的程度。由于科学研究、科研成果的开发和转化带有不确定的因素,因而存在一定的风险性。一般把投入到这一过程的资金称为“创业资金”,即创业投资,也有称为风险投资的。当然,风险投资不仅仅局限在高新技术及其产业领域。这一投资既包括投入科研阶段的资金,也包括开发阶段和生产阶段的资金。
