I. INTRODUCTION South Korea’s understanding of the land issue began in the 1970s. The rapid economic growth and accelerating urbanization made land speculation visible. As a result, various social ills caused by land speculation were still implemented despite various policies exist. According to government statistics, there have been four ups and downs of real estate prices in South Korea since 1970, including the land.
