Using Stackelberg equilibrium model to analyze the cooperation and coordination between oil companies and the government.The results of this study can provide a strong theoretical basis for the selection of cooperation strategies of oil companies in the supply chain of oil companies and also provide a good theoretical basis for government departments to promote low carbon green Oil port construction to provide decision-making reference.
