近几年,由于各方面的原因,发票失真问题越来越突出,极大地破坏了正常的经济秩序,给国家和集体造成了很大的经济损失,已到了非下决心认真解决不可的时候了。为此,笔者提出以下几点意见: 1.提高整个经济工作部门对发票失真问题的认识,对发票失真进行认真的清理,在今后两年内对发票的填制、使用进行几次大检查,公开揭露、查处一批作假发票的典型案例,认真处理发票管理中存在的各种问题。 2.修订完善发票管理暂行办法,对各种形式的弄虚
