Suifenhe border trade accounted for half of the border trade in Heilongjiang Province for four consecutive years. To speed up the development of border trade, we should pay attention to solving the following problems. I. Legislation on Border Trade At present, China’s accession to the WTO is imminent. Foreign trade enterprises have numerous hearts in their future border trade policies. They can not estimate costs and profits and seriously affect the coming year so that they will carry out their foreign trade and economic cooperation. It is suggested that the state should extend the border trade during the “Tenth Five-Year Plan” period
