当国际卫星通信技术初创时期的六十年代,我所就着手通信体制的预研,在国内是起步最早的科研单位。 1970年为我国706卫星工程提供了包括通信、外测在内的卫星系统总体设计文件。 1975年在国内首先研制成功全套的卫星电视接收设备,并在都匀正式开通,接收了国际卫星通信组织太平洋和印度洋上空IS—Ⅳ号星播放的电视节目。设备除15米大口径卡塞格伦天线外,还有自动跟踪系统,噪声温度低于40°K的两级致冷参放。
