根据机电部1990年“全国第四次电子产品可靠性工作会议”关于“提高机电产品可靠性是机电工业的根本,搞好可靠性管理是推动企业发展所在”的有关文件精神,机电部决定除了在“八五”期间继续对部份机电产品采取限期达到可靠性指标的考核措施外,还下达了“环境试验设备可靠性评估技术”研究课题,为了使这二项工作能深入而顺利地进行,国家环境试验设备质量监督检测中心(以下简称“检测中心”)起草了一份“环境试验设备可靠性考核方法”(讨论稿)并于1991年4月2日～7日在广州召开了研讨会,参加会议的有全国各主要环境试验设备生产厂的有关领导、设计检验人员和部份设备使用单位的可靠性跟踪联络员共40余人,五所副所长兼“检测中心”主任黄秉祺、五所计量维修室主任兼“检测中心”副主任马道蓉参加并主持了会议。
