作为中国乃至世界热议话题,“一带一路”建设本质上在于推动区域内城市国际网络发展。现有研究已经表明企业对于城市网络的基础性作用,却相对弱化了国际网络组织对特定区域的不利影响、政府作用以及对跨国区域性城市网络的关注等,尤其对于“一带一路”城市国际网络建设问题。因此,本文以跨国公司及其价值链理论为基础,分析不同跨国公司发展下的城市国际网络形态,并结合价值链理论分析以发达国家为主导形成的国际网络组织对特定区域的不利影响,进而分析发展中国家或地区利用“一带一路”作为空间载体,通过政府与市场的有效结合、转换意识、科学分工与合作并坚持共同发展、互惠互利的治理模式,构建以发展中国家跨国公司为主导的区域性价值链体系,是增进“一带一路”城市国际网络性的关键。
As a hot topic in China and the world, the “One Belt, One Road” construction is essentially to promote the development of international network of cities in the region. Existing research has shown that the fundamental role of enterprises in urban networks has weakened the adverse impact of international network organizations on specific regions, the role of government, and concerns over transnational regional urban networks, especially for the cities along the Belt and Road International Network Construction. Therefore, based on the theories of transnational corporations and their value chains, this paper analyzes the forms of urban international networks under the development of different transnational corporations and analyzes the unfavorable influence of developed countries on the formation of international network organizations based on value chain theory. Analyzing the use of “One Belt and One Road ” as a carrier of space by developing countries or regions, through the effective combination of government and market, the transformation of consciousness, scientific division of labor and cooperation and upholding the common development and mutually beneficial governance model and building a multi-national corporation with multinationals in developing countries As the leading regional value chain system is the key to enhancing the international network of cities along the Belt and Road.
