部分读者来信询问公文用印有关问题,现根据有关规定和个人的理解,谈一点看法,供参考。国务院办公厅一九八七年发布实行的《国家行政机关公文处理办法》第八条三款规定:“公文一律加盖印章”。笔者个人的理解,《国家行政机关公文处理办法》作这样的规定,是因为公文加益印章既是公文制发机关对公文生效负责的凭证,同时,它也是机关职权的一种象征。按照我国国家机关的惯例,只有经过盖章或签署的文件,才能代表机关的法定权
