随着中国经济的迅速发展以及1998年森林生态效益补偿制度在我国法律上确立,“生态补偿”一词开始在我国各大报刊、杂志上频频出现。江西省近年来更是因工业化的快速发展给赣江带来的水域污染而更加重视生态补偿问题。本文认为建设饮用水源生态补偿机制可以在一定程度上给予保护水域生态环境其执行力的强制力,所以水域生态补偿机制的法制建设不容刻缓。
With the rapid development of China’s economy and the legal system of compensation for forest ecological benefits in 1998, the term “ecological compensation” began to appear frequently in major newspapers and magazines in our country. In recent years, Jiangxi Province has paid more attention to the problem of ecological compensation due to the pollution caused by the rapid development of industrialization in Ganjiang River. This paper argues that the construction of ecological compensation mechanism for drinking water sources can give some degree of compulsion to protect the implementation of ecological environment in water areas. Therefore, the legal system of ecological compensation mechanism should not be slowed down.
